I would not be sure that this is a mistake - this block is more designed for managers (dropshippers who are given limited access to the admin panel and personal account) - and access rights are checked there by category. As an option - I can offer you a revision in the block so that the tree of categories is displayed not by access rights - but by categories available for display in the personal account - this setting will take 1 hour
