If you look, some products have both [title] and [mod_title] filled in different languages. In the action, by default, takes the desired language from [title]
But on the example of the above product - in the issue it does not have [title], only [mod_title] - and it cannot be created without a name.
Perhaps the setting "Record the name of the product modification from Horosop in the product name" will suit you if you have the correct names filled in everywhere in [mod_title].
Otherwise, I can offer to finalize an alternative setting so that if the required language is not in [title] - take it from the desired language in [mod_title] - such revision will take 1 hour.
