It checks 2 rules for the supplier and selects the rule in hryvnia, although the product is in the currency of the dollar (dollar and in the currency of the supplier and in the currency of the product)
why is this happening ?

Good afternoon. The currency is needed to correctly indicate the price range and markup, if it is not in%. When converting prices, the currency is simply converted at the current rate. There is no comparison between the supplier's currency and the rule, i.e. the supplier is subject to the rules with any currency.
