I send a notification to the responsible person, but he doesn’t receive anything, although I previously subscribed to the bot

Hello, with the current settings, the action will work if there is a Telegram Chat ID in the process, i.e. it is based on chat.
There are currently 3 such processes in the system, their id 211, 212, 237.
