And if you start, for example, a mailing list or some kind of mass actions, or, for example, manually start an hourly or daily action that needs 20, 30, 40 minutes, then the minute cron "will not work" for this period either. In fact, it will work, but in order to perform the actions assigned to it, it needs 40 minutes.
