Finance block. Open access to payments for all wallets, but to the total lines of only one wallet

How to set the rights so that access is to payments of all wallets (to view), while the final part in the Finance Block is available only for one (several selected) wallets. If you look at the role https://crm.ohrana.ua/admin/role/17/acl/, the finance block, sole proprietor's wallets are open only for viewing, while the total lines are still available to the employee. I check on an employee https://crm.ohrana.ua/admin/shop/users/113098/
