Solution:
1. I gave the task, temporarily, to printers and packers to translate orders not in bulk, but by the piece. (In order not to give birth to new errors). To leave a lot of time, this option is only temporarily suitable.
2. It is necessary to solve the problem with the goods with which it is now. So that we can do warehouse operations.

1. As I wrote, there was a construction of the author. actions at the stage "Order collected". Which by assumption could give birth to a problem. But then there should have been an operation in the warehouse to sell 3 identical products for each order. (I did not find this in the history of operations)
