Create contacts without contact data. OS

"Allow adding a user without contact data" - disabled.
If you just create a contact, then the ban applies.
If you choose the type of contact "male" or "female" - too
But if you choose a company, the company is created without contact data.

Is there a setting somewhere else for this, or is this a bug?

If you want the contacts to be listed, then you are correct, but the contact details are not mandatory for the company. You can make the number or email mandatory in the interface settings

Yes, contact details are optional for a company, but a company also has a unique value, which is its name, although phone or mail would also be a unique but optional field
