But unfortunately, the action Turn a call into a process does not work correctly. It is configured for one number, but in fact creates processes when calling to both numbers registered in the card. How to get out of the situation?

Hello. If the "Phone" setting is specified in the action, then only events will be turned into the process, for which the person called is equal to the specified phone number
