Problems with call forwarding in telephony

We have configured integration with Nextell telephony and recently, from about 1 week to 1 month, there was a bug with calls.
For example, when calling from employee number 380671213454, calls started randomly getting to other people's numbers here, for example, 380675016672 (with this number)
At the same time, in fact, the employee dials to the office at the number 380444981008
It all looks like this screen1
it can be seen that the call is transmitted via API to the screen2 box
Why box considers the number 380675016672 belongs to the operator and sends a call to it? help fix this. It's like some kind of bug is going off.

1. a CALL_NEW request came without the to array - nothing happens
2. ROUTE request came - here it returned the number of the manager of this contact 380675016672
3. there was a redirect CALL_REDIRECT 380671213454 to 380675016672
4. answered CALL_ANSWER
5. ended CALL_END
actually, I don’t see any errors in our work here, unless you have a manager assigned correctly

Well, at least you can see your integration settings yourself - there is a search for the last N days whether the calling number has communicated with someone and forwarding it to this number - I assume that this setting worked for you (you can check the events yourself).
