Blocking in business processes by time does not work correctly

At the delay stage of 1 hour, the check of the stage completion is set to 1 hour. At this stage, in the example, they switched on 13.01 and so far the process has not blocked the employee. Example :

But the CRM should not allow you to switch to other PSUs, without deciding what is in the example.
it's not a pop-up window, but the inability to move to others without solving the current one.

This action checks if there are overdue tasks and if there are, writes them down as mandatory for the process manager. The manager accumulates a whole list of such tasks. When a manager with "debts" on processes enters the system, he sees a window in which there is only 1 button - Go to the process. This window cannot be closed. Thus, work with the system is blocked until all delays are resolved.
There is only 1 option why the manager does not have a window with an overdue task - it is located on the page with a process view. Then the window does not appear. This is done on purpose so that the employee can process the process. No other restrictions
I can assume that the employee opens other tasks by direct links to them, ignoring, for example, the page with the list of tasks
