BAG actions at the "Prohibit changes to the process" stage

As of today (before everything was ok), this action does not work.
1 - It is allowed to edit the "warehouse storekeeper" role in the action.
2 - Employee (Id = 5) cannot perform actions in the main tab of the process.
(What is strange, in NOT the main tab of the process, editing actions can be performed https://askoart.1b.app/23777/?tabid=103)

I understood the reason for BAGU
The interface has a "products by list" block and an action at the stage "Prohibit making changes to the process"
If you delete the block or action, everything is fine. That is, this is the conflict and the cause of BAGU.
