I suppose the list of processes where the responsible one should change was formed earlier, and after working out the crone changed the responsible one according to this list?
Can we fix this?
Or before changing the responsible person, checked the stages of the processes
Or an action on the stage that will forcibly remove the process from this list

you can modify the check to check if there has been a change in the responsible person, for example, in the last N seconds (make the setting - 1h)
