Now it turns out that due to the fact that the servers are far from each other, there is a data transfer delay and the execution time for this action has increased several times and is 1 hour and 20 minutes. There are several solutions
1. You can enable the setting "View filter options only 1 time per day" in the action - then the data to be transferred will become 10 times less and everything will be faster, but the return medal will be that the unloading of filters will be 1 time per day if you have goods do not often change this data in the system, then you can safely turn it on
2. You can transfer the opencart itself to a separate server in the same data center, then everything will return as it was before. To do this, you need to ask an opencart specialist to transfer the site to the hetzner server
