Doing it as access rights for employees is a long and difficult task for users in the future, because no one will immediately figure out how to enable rights and there will be unnecessary questions.
The most question variant - this on roles. Make a drop-down list of roles on the page for editing the filter interface (to switch to the setting for the role) + refactor so that if any of the user roles does not have an interface, pull the general or default one.
This will take 8 hours.
PS: once the question of access rights to the bulk changes panel was raised - I think you can similarly consider the option of setting up the bulk changes interface for roles. The score is similar.
