There are no special settings there, it's essentially a register of organization members, I need it to not create duplicates, and if necessary, update the data in a specific record.

Judging from your reference, the duplicates that can be created are complete duplicates of a line. And if you count a duplicate as a piece of a line, then such a check will not work. You can set the registration number to only unique values and the action will not create a new record in the table as long as there is a record with that number. To edit/delete a value from the directory, you can use the action "Edit directory entry based on process fields"
