For the user, this means two things:
1. there is a "weak virtual machine", and if you heavily load the box with a bunch of business logic (automation, bp), then everything will be stupid.
Therefore, there are limitations in the free tariff and Tariff-3 in the box: there is no processing of suppliers' prices, there is no way to upload everything to price sites (now they are called marketplaces).
2. There is a small disk for data (base and files). In reality, there is a little more than 10 GB, but still not much. Usually this is enough for 20,000 products with 1-3 pictures, no more.
Nothing prevents the client from taking a free tariff + choosing an integrator, setting up everything he wants.
If on the way or after he runs into resources, then we will already think about which tariff is higher for him to switch to.
