We very often use the action "change stage depending on stock availability" - IMPORTANT with the checkbox checked - check once a minute.
But due to the fact that many private cards and other minute actions are connected, this action freezes for 10-15 minutes, this should not happen, since there are reserves of pairs and so on.
Is it possible to somehow transfer the triggering of this action to another minute handler that is not related to loading payments, mailing lists or bulk process changes?
The goal is for it to work separately from the current handler and it will only deal with this action of scattering products on orders. Is this even possible?) And how many hours is it?

No.
Since in this case there will be a certain probability that both parallel processes will turn to the same order and get a conflict. I advise you to reconfigure the import of private payments so that less data is collected - for example, collect for the current day, or modify the setting to start importing payments once every XX minutes (1h)
