You can add |number_format:2 to any variable in document layout
For example,
{|$sum|number_format:2|}

In the rows of the table I wrote {row:product_productprice[#2]} and {row:product_sum[#2]}
And then the totals {ordersumwithtax} are displayed themselves with .00
