1c has access to the Internet, at least the processing "Downloading exchange rates" updates the exchange rate, and she does it via the Internet

Most likely, there is a lot of data to upload and 1s will either take up memory or time to complete the request.
Options:
1) make a filter in the exchange settings and send/receive less data
2) increase these parameters - this is for you to the programmer 1s

It is unlikely that the point is a large amount of data to upload, because even tags from the site are not loaded, when creating a new exchange, you need to load a list of fields without data in 1s, but even this does not happen.
I just tried to start an exchange with obviously incorrect authorization data and instead of the message that there were problems with authorization, I received the same "Error when calling the context method (WaitForResponse)". It seems that OneBox simply stopped responding to attempts to connect 1s to it

Solved the problem) An SSL certificate was installed on the OneBox server that uses the TLS 1.2 protocol. The 1c OneBox integration module uses the WinHTTP.WinHTTPRequest.5.1 component, which cannot work over the TLS 1.2 protocol. Hence the problem. By making changes to the registry on the server from 1c, TLS 1.2 support was enabled and everything worked. Maybe it'll come in handy for someone.)
