Not receiving messages from Rosette

The response indicated: a message to come if the system allows you to create contacts without contact details.
This setting is enabled in the system - , but messages do not come (the last one, as it was on January 1, still remains. There are messages on the outlet until 19.04)
Can you tell me where else could be wrong?
