It cannot be controlled directly. The filter that is listed first in the product filter table (has the smallest id) is unloaded first. In most cases, the first filter that will be the first one in the product filters tab will be unloaded first. You can check this by going to the uploaded products and seeing which filters come first there and in the upload.
