How to solve the problem?
The procedure with automation "Send a Telegram message" works well in the first BP, which is assigned in the chat with the client, but when a subprocess of this process is created in another BP, this Procedure does not work there. The system throws an error that there is no Telegram Chat ID in this process

all right. The peculiarity of the Telegram public chat is that the chat ID must be generated to start the conversation.
In your case, the client created it when they wrote to you. You can continue the correspondence in the same process as long as necessary.
If the conversation is finished, you can close the process and the next time the client writes, a new process will be created (if you configured it in the process creation action).
Please clarify for what purpose you are creating a sub-process (actually a different one) to communicate with the client in Telegram? Why can't you answer in stages or procedures?

To resolve the issue you need:
1. When creating a subprocess, copy to a client subprocess
2. In the "Send a Telegram message" action, enable the setting "If the process is not yet associated with a telegram chat, then use another process client chat"
