TTN is not created when automatically switching to a stage

When moving to the stage where the TTN should be created, an error occurs on some (not all) orders (see the appendix): RecipientWarehouse is denied to select.

From the latest manipulations, this is the change of the API key to NP. The only problem is that on most other orders, the TTN is created. The real question: how to fix this error?

Answers:

The issue is resolved. For the future, this problem is related to the very new post office and the unavailability of branches. In the application settings, update the department lists.
