There is no slowdown, but the crown will work for a long time waiting for replies from new mail. On the other hand, if you have a conditional 100 active TTNs, then in general it’s all the same, you can run it at least once every 5 seconds.

There is no yes/no answer here. If Cron purely sends a request somewhere, receives a response and simply changes the status of the process, then the number of cores has almost no effect. If at the stage where the shift action is located there are another 500 actions and procedures that make 100k requests to the database, then of course the number of cores influences since they affect how long the same requests will be executed. In your case, you can set the tracking to start every 5 minutes - everything will be okay.
