The payment function is always serious and responsible, so it is very unlikely that there is an error in the system.
Please check the /app/settings/payments/ settings, for example, whether the "Hide the ability to make payments between accounts" check box is enabled.
Also, if you add a payment from the process - there can be no transfer to the account and additional settings or restrictions are possible.
