Good afternoon. There are no priorities for triggering actions Once per hour / minute at the stages if you take different statuses. First, all actions that are in the first place on their statuses are triggered, then in the second, and so on. Within the same status, actions are triggered in turn. The order in which a specific activity will process orders at its stage depends on the specific activity. There is no priority for which cron works for which one either. At one point in time, both minute and hour crowns can work simultaneously.

A clear sequence is described above, put the desired action first - it will work first on the stage, second - it will work second. If you want the action to work at the stage XXX and then on YYY, then on XXX put the action first and on YYY to any other place except the first.
