Why can't I do this through the "order to supplier" action in BP?

Probably because services are not products and they cannot be ordered through standard bp. Try to either reconfigure the BP as a separate one, or simply change the product type from Service to Product and place it in the conditional category of Services in order to understand what exactly this service is. Then you can order services from suppliers.
