Most likely, on the partner's side, access to the https://karnavalprikolov.ua/export_products.xml file was opened via a regular wget (file_get_contents) without any headers.
Otherwise, they should indicate which headers should be transmitted - and we will evaluate the refinement of the action for transmitting these headers.
