Unable to log in with OneBox ID

Congratulations! Employees cannot log in using OneBox ID, even though he is in the system as an employee. Maybe there is a solution? sms arrives but does not allow to the company. It comes in through the login and password, although in fact it is not in the "Users and employees" box. Is this a bug? I understand that there must be some sequence.
Previously, we registered them via email and password, then there were problems with receiving SMS to email with a code, and we were recommended to make OneBox ID.
