New recipient not added

Good afternoon.
In integration with Nova Poshta, if when creating a TTN you need to enter another person as the recipient (not the client for whom the process was created), then after entering his data (blue plus sign) - the recipient remains the client for whom the process was created. Despite the fact that a new recipient is added to the New Mail database (you can find it in your account).
This problem has been happening since the beginning of the week. Most likely after the update (we have box update set up on Fridays at 20:00)

I noticed that a new person is put in the recipient if he is not in the new mail database and there are no declarations in his name.
If it is in New Mail or a package was previously issued to it, then through the blue plus sign it is added to New Mail again, but it is not selected and displayed in the recipient ((((

Are these some recent created contacts, recent recipients?
I checked by new mail, for some of these people deliveries were made a month ago or more, and for some of them there was not a single TTN at all.

Accidentally discovered a way to add a new recipient.
1) We go in the process to the menu "New mail TTN". Data is being pulled, including the recipient (the client on which the process is started)
2) In the drop-down list, instead of the recipient, select the empty field "---". The "phone" field is also reset
3) In the field "Organization or full name" there is a Private person. We delete everything except the first 2 letters "Pr". A dropdown list appears. Organizations are shown in it and "Private person" is in the first place. Select the inscription "Private person" with the mouse
4) Near the Contact person field, click the blue plus sign and enter the recipient's details. We save.
The recipient and phone are the ones we just entered.
5) Fill in the rest of the data. We create TTN. We print.
Thus, today we created 5 TTN pieces
Look please. Perhaps something still broke in our CRM, since the reselection of "Private person" allows you to add a new recipient.
