More details on orders on an example:
Example No. 1: https://our-store.com.ua/60189/ had to go to the "On the way" stage;
Example No. 2: https://our-store.com.ua/59581/ had to go to the "Parcel received" stage.
For my part, I checked and did the following:
1) Created new declarations. There are no problems with their creation, that is, the keys work;
2) Did not make any changes to the actions;
3) All orders are considered "open".
Can you suggest what is the reason?
