Because there is no client in the process. But it is not there because viber sends a request with a message without the user's contact information - and you most likely do not have the global setting "Allow adding a user without contact information" enabled in your system. Turn it on - it will create a contact and add a viber token to it - you can then combine it with the desired contact and use it as a client further.
