The system does not have an action to import products from a CSV file. If possible - upload in XLSX or XML format - there are import actions from such formats. Development of an import action from CSV (line by line, with a separator) similar to other import actions - 12 hours.

Actions can receive a file both from a local folder on the server, and via FTP | URL If you can upload via FTP to the server - ok.
