2015626560 - Improvement of the /api/order/comments/add/ method

Add a method description to the site in the API section
API for adding a comment to a process:
/api/order/comments/add/?login=[login]&password=[password]...
where:
- [login] - login from rest-api
- [password] - password hash from rest-api
- [id] - Process ID in OneBox. It will try to find an order using it, if it does not find it, it will try to substitute it in code1c and find it.
- [code] - code1c process in OneBox. If the order was not found by ID (or it was not transferred), we will try to find it by code1c. Otherwise an error.
- [authorcode] - id\code1s of the contact-author of the comment (if they send code1s, then let the prefix at the beginning add client\company)
- [authoremail] - author's email (used to search for a contact)
- [authorphone] - author's phone number (used to search for a contact)
- [authorname] - contact name (if not found, we will try to create)
- [cdate] - date when the comment was added (used when checking the existence of a comment + adding)
- [content] - the content of the comment itself
- [showtoclient] - is it visible in the personal account? (true/false)
finalize the transfer of file objects (checking for file content or link) - 3h
a separate method for adding files to an existing comment? why do you need it if you can immediately transfer the files after completion when adding a comment
