No, such a global setting cannot be made.
As an option - perhaps it makes sense to implement an action check when editing a process, is there a process in the same BP with the same external ID value?

processes are created by api, and the external id will be written exactly by api, therefore, in the current settings for the uniqueness of the external id, boxing will block its creation. Thank you, let's think
