Filling in the field associated with the New Mail directory does not always work

Good afternoon!
There is a problem with filling in the field from the New Mail directory. The process for the test https://crm.ohrana.ua/admin/customorder/zakaz-klienta/502068/edit/, interface block delivery screen 1 , you can change the values in it.
If the fields City of delivery and Department associated with the reference book are filled in, fill in the Ref field of the city/department with the action screen 2 To fill in, I created a test procedure https://crm.ohrana.ua/admin/shop/workflow/ 16/procedure/443/?status=0 with the above action, and the procedure works fine, but not on all values. At the same time, the problem is not in action, since I tried three actions and they all work this way, that is, Box simply does not find the result to display it in the REF field.
