I put a payment control bird for New Mail.

You need to make sure that payment control is connected to you from the side of the new mail.
For correct work, you need to conclude an agreement with Nova Poshta and they include you the opportunity for a specific account to create and send TT with payment control
Also, you cannot specify the return delivery "penny order" when creating a TTN with payment control.
Most likely you have an error when manually creating ttn - put it like this and it should work
