Answers:
Any delay in performing an action is a stage switching delay. Especially if the delay is significant.
If you want to use an action at the same stage as creating a receipt - I see 2 options:
1. adding an action to the procedure that will work when editing the process only for certain stages (this seems to be available)
2. finalize the action so that it runs once every N minutes (if the process is on the status where the action is added) and receives information about the receipt
