2014915654 - Improved file access functionality

In the Files section, the “Default directories” tab has been added.
This section is only available to administrators. When you go to the section, you can manage these folders (delete, add, rename).
When creating a folder, the responsible person (or everyone) is assigned - only the responsible person and all admins have access to the folder.
Also, in the employee access rights section, it will be possible to configure access for employees to default folders
