The request is sent as with a regular call to https://my.binotel.ua/api/2.0/calls/ext-to-phone.json with parameters (in the form of a json string):
from = 380978202719
to = 380638309552
playbackWaiting = depending on the integration setting
I can assume that such an error occurs when the dialer is not enabled or dialplan is not configured for the line - but check with Binotel better
