For this stage in the business process, we have only the "close" action
What else needs to be added so that such orders are not taken into account in the sales report?

Answers:

you can delete products from the order, and if there is a need to save this information, then first create a sub-process (Cancel), transfer the products there and then remove them from the process. I do so. Or, in the report, select stages without the Cancel stage.

You can filter the report only by the required business process statuses using the appropriate filter.
