Resending SMS

Good afternoon.
We use the command to send SMS - Send SMS notification.

The task is to send SMS no more than once a month.
SMS is sent to the number specified in a special additional field.
We use the tool - Do not send sms if the user has already received sms during the last: 1 month.
But in fact, this restriction does not work and SMS is sent every time the procedure is performed.
Do we misunderstand or configure something?

You have not specified a recipient that is required for verification. SMS is sent to the number indicated in the additional field and therefore there is no recipient.

if there is at least 1 message under such conditions, a new one will not be sent
You can check by phone number, but if you have this number used to send in several processes with the same action, it will not work quite correctly.
If you still need to check by number, not taking into account the user - the cost of revision is 1 hour
