Constantly jumping statuses back and forth

In the process, the logic is configured:
- if you refuse to receive the parcel, change the status to "refusal"
- with the status of a RETURN package, change the status to "return to the warehouse"
but some orders of the process are constantly jumping every day, either for a return or for a refusal. because it sees both the status of the original send, which causes it to return to failure, and the status of the return send, which forces the return to be included.
how to deal with it???

Your PSU is configured incorrectly. At the Waiting stage, the department has a stage deadline, after which the order jumps to the stage, and then actions are also configured for which the order jumps to the stage. That is why you get 2 jumps: one by your action, the second by the action of the NP

We tried to set it up in such a way that the parcel would be further forwarded from the New Mail office, and the box, seeing the status of the return invoice or forwarding invoice, would itself switch to the "return to warehouse" or "bury" stages.
At the "Return to warehouse" stage, we registered the statuses of a reverse or forwarded TTN, but it again transferred to "refusal"

ok, then remove the action that switches the BP on the expiration of the stage so that the box switches the order only depending on the status of the process.
