In XML, uploads a photo that is not available (upload to a socket / ROZETKA)

Can you provide the source of the photo you are trying to re-upload?

I can assume that earlier you have repeatedly experienced problems with the rights to the directories of media files, and therefore there were problems with accessing files - probably this is from the same "opera". Especially as you say - re-uploading the photo solves the problem (because the path to the media file changes).

I uploaded an image from the admin panel and the system recorded the file in the directory and then made a thumbnail from this file
