Payment / delivery methods do not search by external id

- On the cs-cart side, there is one payment method with id 33, which is available in two languages (ua, ru).
- In the box, the ru version of the payment method was pulled (id 33 is written in the external ID field).
- We launched a second site where the ru version is not available, and the payment method is displayed only in Ukrainian. After that, the payment method in Ukrainian began to be delayed in the box, despite the id 33
- Creates a duplicate
It should work like this:
In the external ID field, it finds matches - and pulls it up by ID, regardless of localization
