This error can occur when the viber did not wait for a response from the server within a certain time and sends another request. In order to avoid such a situation, the task was completed so that if we receive the same push from a viber with the same data for which we already have a message in the system, a new message would not be created. This problem with new messages from viber should no longer be relevant

If you are talking about this message it was sent from Turbo SMS (not through a bot, but by a paid message), and the process was created not from it, but from the message As you can see in the history contact - he subscribed to viber and sent a message on 12-21 14/04, so please check why two processes were created
