SMS / viber is not sent at a certain stage of the BP

At many stages of the BP, we send a message to viber, if viber is not available, then by SMS.
At one stage (Sent), SMS is not sent, not via viber, not by regular SMS.
The history shows that according to the previous stages, all shipments were made via viber. If you set the usual action "sending sms" (not a viber action), then everything is sent. Please help me figure it out.
