The price level of the customer in the order does not work (the problem occurred again)

The "Apply customer price level to process products" action does not work.
In the step with this action, one price level, Retail Price, is applied.
The problem was previously solved here:

Now the error is observed again and for all users.
Please check what could be the reason.

It was in this case that the problem arose for the user Inna. The user Elena Anatolyevna also failed to update the price level. An error occurred during the transition to the stage and during saving. Also, the indicated error occurred yesterday in other Customer Order processes. I had to change the prices manually. Not seen today.
Previously, this error occurred only for the user Elena Anatolyevna. The first time it appeared after installing an SSL certificate on the server (perhaps this is somehow related).
