Incorrectly handles the action Deny navigation depending on the fields

I added the action Deny navigation depending on the fields, and I check the discount (standard) field, but the action does not work.
The process for the test https://crm.ohrana.ua/admin/customorder/zakaz-klienta/2725288/edit/, the action is displayed in the procedure https://crm.ohrana.ua/admin/shop/workflow/16/procedure/ 836/?status=0 (you can click the test process), set like this .
Now in the process the discount is 0, , but when I click I get the error http://joxi.ru/VrwxRYlTjBY6Vm. It is important that when changing the conditions in the action to No, the value is equal to 0, etc., the error is always visible, even if the conditions in the process are not met. Please check

Is there a process discount here? I see the Discount amount field is the total discount amount for the process?

The discount amount is the amount of the selected discount relative to the process amount.

yes, in the table of products in the field Discount % (standard field) put down a discount. I need to issue an error when going to a certain stage if the discount of at least one of the products of the process is more than 0 and one more field of the process is filled
